In order to address workforce shortages in some industries and diversify the labour pool, the workers must come from nations other than those with sizable populations in Kuwait.
According to the Public Authority of Manpower (PAM), the directives include working with the foreign ministry to negotiate memoranda of understanding with additional labour-exporting nations.

The action is a component of the state's efforts to address the "demographic imbalance problem," according to the report, and to satisfy the demands of the labour market.
As a delegation from the Philippines is scheduled to visit Kuwait in late May to talk about issues pertaining to transferring skilled labour to Kuwait. After the conversations, hiring Filipino labour is anticipated to resume, and PAM will cooperate with the relevant authorities to take the appropriate steps.
According to reports, the delegation would ask domestic employees to work no more than eight hours a day and receive overtime pay on any additional workdays.A request from the health ministry to award three contracts for medical support services to be provided to all governorates at a cost of 57.1 million KD ($187 million approximately) has been authorised by the Central Agency for Public Tenders.
Health centres in Hawally, Sabah, Capital, Jahra, Farwaniya, Mubarak Al-Kabeer, and Ahmadi will receive nurses as a result of the contracts.
According to sources, the ministry is in the process of hiring fresh groups of Indian, Bangladeshi, and Filipino nurses to staff newly constructed health facilities as well as to cover any gaps in staffing at already operational hospitals and clinics.
